...and seem to be in the same places as they are in DW1 - but at approx a quarter of the value.

Although bait/rigs/licence etc all cost the same as DW1.

Try 19,6,4 for Perch (large hook, sturdy line, sweetcorn) at 310 gold each

or 21,12,4 for sticklebacks - same set-up, 330 gold each.
