Subject: GH Changes

I will be removing the High Council over here which is long over due. Also, I will be making changes to the Great Hall. The inactive Great Hall members will be removed and some others. I will try to add the most active and qualified candidates for the Great Hall in order to ensure that the game can run smoothly. Bare with me as I make changes, some might not like the changes, but they need to be done.
