I don't know why it wouldn't work. As it is not a damage dealing skill, I don't get what you mean by what's it based on. You certainly need a lot of wisdom.

But since the Rock Beast uses Stone Tomb, I don't think that would be a great idea to use Slow Mind against it. It might work though.
